Hydrating creams verses moisturizing creams?

I would like to know in detail what hydrating creams mean verses moisturizing creams. I am doing a paper on this subject and have some problems trying to get the whole issue together. Thank you , KCH in NY|||The names mean the same thing. The basic ingredients are water and some sort of fat or oil to keep the water from leaving the skin.
